New York drops 14-day quarantine rule for travelers in favor of new two-test system

Those heading to New York should be aware that the state has dropped its mandatory 14-day quarantine requirements in favor of a two-step testing system.
Under new guidelines, travelers must get tested within three days ahead of travel to New York, quarantine for at least three days upon arrival and undergo a second test on day four of travel. If they receive a negative COVID-19 test result on the fourth day they can continue with their travel plans. New York governor Andrew Cuomo said the new system will come into effect on November 4 and will apply to out-of-state visitors and returning New Yorkers.
Some people are exempt, including travelers who are returning or visiting from neighboring New Jersey and Connecticut, as they are part of New York's coronavirus bubble, and states who are contiguous with New York. Essential workers are also exempt. Travelers who were out of the state for less than 24 hours are not required to get tested before returning to New York but they must get a test on day four of arrival.
Travelers must continue to fill out the that will assist officials with contact tracing.
Cuomo said New York is the third lowest positivity rate in the nation and New Yorkers should be very proud of what they're doing but warned that travel has become an issue as the virus spreads across other states. "We're going to a new plan given the changing facts, and the experts suggest we shift to a testing policy," he explained. "So there will be no quarantine list; there will be one rule that applies across the country. We bent the curve of this virus by following the data and the science, and we are continuing that approach with these new guidelines."
